Minutes of the Parish Council meeting held after due notice at Studdal Church Hall
on Tuesday 6th October 2009

2          Approval of the minutes of the last meeting
Subject to an amendment in the spelling of Cushire (John Foche and Cushire Charity) it was proposed by Graham Smith and seconded by Simon Butcher that the minutes of the meeting held                          on Tuesday 1st September 2009 be accepted and signed as a true record. All agreed
 
3.         Declarations of Interest of items on the Agenda
Item 7 – wind turbine, Sutton Court Farm, Graham Smith declared a personal and prejudicial interest and Graeme Akhurst declared a personal interest.
 
4.         John Foche & Cushire Charity
At the meeting held on the 22 September 2009 a quorum could not be raised. Since then Sue Smith has contacted the Vicar in Charge, the Reverend John Winn who has agreed to attend the AGM in November and act as a Trustee during the interregnum.

7.         Local Planning

Some concern expressed by local residents re precedent being set and also possible radar interference. The applicant informed the meeting that DDC are insisting on a professional radar assessment.
 
8.         Allotments & Orchard
Ron Little confirmed new lid been fitted to water stand pipe. Mower is due for service and two new tyres will be required. Three new apple trees also required.
 
9.         Memorial Gardens
The ground has been too dry for Hugh Densham & Simon Butcher to attempt removing the dead tree.
Phone box adjacent has been damaged but is now usable again.
 
10.       BMX Track/Playing Field
Checklist completed September by Ray Odell.
Anti graffiti paint still to be purchased.
            ROSPA BMX track report was considered and the following to be undertaken.
a.                    BMX sign and Litter bin to be provided
b.                    Infill digging at side
c.                    Remove large stones by jumps

Goal nets – Simon Butcher will replace
Risk notice required re Basketball Goal
 
Play area
The gate is not attached at the entrance to the play area.
 
            Simon Butcher to do check for October.
 
11.       Millennium Bank
Message from Cllr Steve Mannion that he had contacted Highways but had no further information. Councillors requested that he should be contacted again, concern reinforced and ask for report at next PC meeting.
 
12.       Highways
Response and visit received re gully emptying Roman Road area, this now resolved and 9 additional gullies located.
Sign post arms – Strakers Hill scheduled for replacement December 2009
 
13.       Correspondence/Circulating/by e-mail
a.         DDC Annual Town & Parish Liaison Meeting 11th November 2009 Graham Smith attending – no topic for presentation.
            b.         LDF – Core Strategy Examination Pre Hearing Meeting Graham Smith attending
c.         Attention was drawn to Whitfield Highways Access – the Parish Council will need to be participant in the examination re traffic solutions for Whitfield.
d.         Kent County Playing Fields Association Membership - £20 proposed by Ron Little and seconded by Graham Smith – all agreed.
e.         Dover North Neighbourhood Forum Public Meeting 14th October 2009 Graham Smith attending.
f.          Kent Police – Anti-social behaviour or crime survey, agreed no response.
 
14.            Parish Council plans for the next 12 months.
The Chairman asked Councillors to consider plans for the next 12 months and bring to the next meeting.
One suggestion was an upgrade of the Children’s Play Area. This will be a separate Agenda item at the next meeting and fliers will be circulated asking residents to attend and express views.
           
 
 15.     Traffic Calming – Sutton
Graeme Akhurst took the appropriate file and will report back to the next meeting.
 
 16.     Clerk
a.         Contract is circulating for comment at next meeting. The Clerk was requested to make inquiries regarding the Parish Council’s liability for employers National Insurance contributions.
b.         Office Expenses- the Clerk was asked to suggest allowance for telephone and internet connection at the next meeting. Also to make inquiries re a dedicated email address.
 
c.            Archive storage – agenda item November 2009.
 
17.        Finance
It was proposed by Ron Little and seconded by Ray Odell that new bank signing mandates to include the new Councillors be prepared for the next meeting. Agreed by all.

18.       Any Other Business/Matters to report
Concerns were expressed re flooding at Sutton Pond. Graeme Akhurst will report on the current situation at the next meeting. The contact at DDC is David Gasking.
 
Several residents have complained to Councillors regarding the provision of school transport. It was suggested that the KCC Schools Transport Manager be invited to the Parish Meeting in April 2010.
 
Mobile phone mast – Boys Hill. The original planning permission stipulated that the mast should not be higher than the trees, however the mast is now considerably higher. The Clerk will check current legislation.
 
Concerns expressed over the state of the premises adjacent to Seath’s yard and this has been brought to the attention of DDC by residents. Occupant is unknown.
